The Association of Finance Officers of the Local Government and Public Enterprises (AFO) was officially recognized by the Macedonian authorities as a non-governmental, professional association in November 1997. AFO was established to: Enhance the professionalism of municipal finance officers throughout Macedonia; Provide a forum for disseminating information for resolving and sharing commonly faced problems and issues; and Serve as a representative who promotes the interests of the local governments regarding fiscal and budgetary issues to the central government. The Association is comprised of nearly three hundred (300) finance officers from the municipalities and the public enterprises of over 2/3 of the municipalities in Macedonia. The primary goal is to create an organization that will represent all municipalities in the country. Toward this aim, the Executive Board has appointed twenty-four (24) regional coordinators, who work to promote the AFO’s activities and recruit more members. The BASIC COURT VELES, as a first instance non-procedural court, on request of the Association of finance officers of the local government and public enterprises in Veles, adopted the DECISION by the judge Boris Milojkov, for registration of the Association in the registry of Associations of citizens and foundations, on day 22.01.1999 . With this act, the Association IS REGISTERED in the Registry of Associations of citizens and foundations, with number 24/98. With registering in the registry of Associations of citizens and foundations , the Association of finance officers of the local government and public enterprises in Veles, acquires the nature of legal entity. The Association of Financial Workers is a non-governmental, non-profit, professional association. Its vision is to be a national association for the provision of training, exchange of information, good practices, knowledge, experience and development in the area of ​​financial management and control (FMC) and internal audit (BP) in the local self-government units (LSGs), budgets and budget users, public enterprises (PE) and other public sector entities. His mission is to: It increases the professionalism of the employees in the field of FMC and BP in LSGs, budgets and budget users, PE and other public sector entities. Association of financial professionals involved in various activities related to reform of public funding and improving the financial administration of the municipal level. The association represents the interests of municipalities participating in the financial field "working group" formed by the Ministry of Local Government, tasked to review existing laws governing the finances and make recommendations to the Ministry of Local Government for preparation of the Law on Financing Units local government. Besides the issue of the monthly Newsletter, the Association has organized and sponsored several workshops and seminars in the following areas: techniques of preparing municipal budgets, cost, application of the law on public procurement, international accounting standards, reform of local government; need for fiscal decentralization, and office filing, the process of budgeting, the process of reporting, preparation of annual accounts, the Administration of local taxes and fees, internal control and audit, business and Treasury and more.
